on September 11, 1998, November 4, 1998, December 22, 1998, the United States, Canada, Britain and other countries successively put forward quarantine requirements for wooden packaging and wooden bedding materials of goods from China. The wooden packaging of imported goods must be accompanied by a certificate issued by the China entry exit inspection and quarantine organ, which proves that the wooden packaging has undergone heat treatment, fumigation treatment or anti-corrosion treatment before entering the above countries, or the exporter issues a certificate of no wooden packaging. On November 3, 1999, Brazil also requested that the same quarantine measures as those of the above-mentioned countries be applied to the wooden packaging of goods from China (including the Hong Kong Special Administrative Region). For this reason, the State Administration for entry exit inspection and Quarantine has issued several documents to put forward specific quarantine requirements for wooden packaging of goods exported to the above countries

☆ the wooden packaging of export goods shall not contain live pests such as bark, wormholes or Anoplophora glabripennis

☆ if the export goods are packed with wood, the export enterprise must apply for inspection to the local entry-exit inspection and quarantine authority before the goods are exported; According to the relevant regulations formulated by the State Administration for entry exit inspection and quarantine, the entry exit inspection and quarantine institution shall supervise the quarantine treatment of wood packaging by the disinfection treatment unit. ☆ strict verification and cancellation system shall be implemented for the wooden packages that have passed the disinfection treatment, and the marks shall be sprayed on the wooden packages that have passed the treatment to show the small difference due to the small amount of clinical samples

☆ when the entry-exit inspection and quarantine institution supervises the disinfection and disinfestation treatment, the monitoring fee corresponding to the proportion of the disinfection and disinfestation treatment fee shall be charged according to the regulations, and the wooden packaging quarantine fee shall not be charged

☆ the validity period of pest control treatment is 21 days. After 21 days, if no infected live insects are found after quarantine at the port of exit, the period of validity of treatment can be appropriately extended without re treatment

the announcement pointed out that recently, the European Commission issued a resolution on wood packaging to take urgent quarantine measures against conifer wood packaging from Canada, Japan, the United States and China to prevent pine wood nematodes from being introduced into the EU. For non-conforming wooden packages, the European side will take measures such as disinfestation, destruction and refusal of entry at the port of entry. In order to ensure the smooth export of our goods exported to Europe, and in view of the actual situation of pine wood nematodes in some parts of China, corresponding treatment measures must be taken for the coniferous wood packaging of our goods exported to Europe

I. for goods exported to the European Union, if pine wood is used for a few seconds, it is convenient to communicate with conifer wood packaging in nematode epidemic areas. Before export, pest control treatment must be carried out. The qualified wood packaging must be marked with the treatment method, place and unit implementing the treatment, and the entry-exit inspection and quarantine institution shall issue a plant quarantine certificate

II. If coniferous wood packaging is used in the non epidemic area of pine wood nematode, the entry-exit inspection and quarantine institution shall carry out quarantine and issue a plant quarantine certificate to prove that the wood packaging comes from the non epidemic area

III. The relevant quarantine requirements for the use of non coniferous wood packaging are still handled in accordance with the document "notice on reiterating the EU's emergency measures for wood packaging of goods exported to Europe" originally issued by the state

IV. since October 1st, 2002, the wooden packaging of goods exported to Europe leaving China shall be implemented in accordance with the above provisions
